Kazuo (Kaz) Fukuda

Kaz was a presenter April 21, 2018 with Ray Klinginsmith at the ALL IN Conference.  They discussed how studying abroad through Rotary’s Global Grant Scholarship programs can change lives.

Kaz Fukuda is studying for a Ph.D at the IU Maurer School of Law. He has additional degrees from the University of Wisconsin and Purdue and has worked for years at the United Nations Development Program in Montenegro and Laos. His experience is with democratic governance, supporting the rule of law development and human rights protection. Among his many activities, he teaches Japanese at IU. His introduction to the Bloomington Rotary Club was through Jim Bright, in Japan, when Jim was on his way to the Seoul Rotary International conference. Kaz’s Rotary grant is sponsored by the Yokohama/Kawasaki and Southern Central Indiana clubs.

Kaz’s Ph.D, through the Center for Constitutional Democracy (CCD) at the Maurer School of Law, is perhaps the only program of its kind in the US with a focus on constitutional design for emerging democracies. The CCD was established by Susan and David Williams. Kaz’s dissertation explores the intersection between informal and formal justice systems around the world.

Kaz mentioned that his experiences in Bloomington have been greatly enhanced by the Rotary scholarship. In addition to the financial benefit, he has enjoyed networking, engaging with the community and is deeply grateful for the ways in which he and his family have been welcomed.

Kazuo Fukuda, Ph.D. Fellow

Kazuo (Kaz) Fukuda is a Rotary Foundation’s Global Grant Scholar pursuing a PhD in Law and Democracy at Indiana University. After receiving an MA in Political Science from Purdue University in 2006 with particular focus on international law and human rights, Kaz started his professional career with the Embassy of Japan in Washington D.C., learning first-hand the importance of “soft power” in international relations, for 3 years.

Subsequently his career saw an important shift from bilateral work to multilateral work or from public diplomacy to international development cooperation. Over the past 6 years, Kaz worked for the United Nations Development Programme in Montenegro and Lao PDR where he was in charge of governance/rule of law projects.

District 6580 selects Megan Gearhart as Global Grant Scholar
The District 6580 Global Grant Scholarship Committee has selected IU graduate Megan Gearhart of Roanoke, Indiana for the 2023-24 scholarship. Megan will use the $40,000 award to pursue a Joint Masters of Law in International Law of Global Security, Peace and Development, plus Global Policy Development, through Erasmus Mundus, a European Union program. Her host club will be the Rotary Club of Olomouc City, Czech Republic.
